During a 2026 special session, The Virginia General Assembly and Governor Spanberger created the Virginia Health Insurance Affordability Fund to lower monthly health insurance premiums for Virginia consumers. Beginning with Plan Year 2027, the Fund will support Virginia Premium Savings, which will help eligible Virginians lower the cost of health coverage purchased through Virginia’s Insurance Marketplace. You may qualify if your household income is between 138% to 250% of the Federal Poverty Level (FPL). Virginia Premium Savings will be applied in addition to any federal premium tax credits for which you qualify, making your monthly premium more affordable.
Who Qualifies?
Eligibility for Virginia Premium Savings to lower premium costs of Virginia Insurance Marketplace plans is determined based on your household size and income. Virginia Savings are available to individuals and families with household incomes between 138% and 250% of the FPL.
This is approximately:
• $22,025 to $39,900 for an individual
• $45,540 to $82,500 for a family of four
What Other Requirements Must I Meet?
You must:
• Reside in Virginia.
• Enroll in a Qualified Health Plan (excluding catastrophic plans) through Virginia's Insurance Marketplace.
• Have a household income that is greater or equal to 138% and less than 250% FPL.
• Be a U.S. citizen or lawfully present non-citizen eligible to enroll in Marketplace coverage.
• Not be incarcerated.
• Not be enrolled in or eligible for other minimum essential coverage.
When Will Savings Be Available?
How Do I Apply?
1. Visit Marketplace.Virginia.gov This is the single place to apply for both federal premium tax credits and Virginia Premium Savings.
2. Gather your documents Be prepared to provide information about your household, income, Virginia residency, and Social Security numbers for applicable household members.
3. Complete or update your application Enter your current household and income information. The Marketplace will determine whether you qualify for Medicaid, federal premium tax credits, and Virginia Premium Savings.
4. Mark your calendar for November 1 Open Enrollment begins November 1, 2026, when eligible consumers can apply Virginia Premium Savings toward their 2027 premiums. Savings will apply to your premium for plans that start on January 1, 2027.

Understanding Your Premium Savings
• Eligibility is determined automatically through your Marketplace application.
• Federal APTC is applied first, followed by Virginia Premium Savings, if eligible.
• Virginia Premium Savings applies to qualified health plan premiums only and does not apply to catastrophic plans or stand-alone dental plans.
• If you are ineligible for APTC, you may still qualify for state assistance.
Will Virginia Premium Savings Be Applied to Auto-Renewals?
Yes. If you remain eligible, Virginia Premium Savings will be included when your coverage is automatically renewed for 2027.
